Minecraft launcher wont download template

So, here I am sitting trying to download optifine again and for some reason Forge just won't open. I've tried reinstalling and such, even uninstalling all of my Minecraft files. I don't understand what this means so if I can get some support you'd be a life saver, I ran out of options here. I just figured this out for myself.
